Community Learning and Evaluation

To ensure continued internal learning and evaluation of strategic activities over the 10-year partnership, MCCR will create a Learning and Evaluation Team. The team will be an inclusive group of about 15 community members based on predetermined categories of individuals including: Tax Entities, Park/Recreation, Ethnicity, Teacher, Student, Senior Citizen, Low-Income, Geographic Location, Health Field, Business, Agriculture, Single Parent and Civic Group.

For continuity and to build on learning already developed, MCCR will encourage current members of the community's Strategic Planning Team (which developed this community plan) to become members of the Learning and Evaluation Team for at least a two-year period. As people leave, the team will fill those positions with people who will meet the same criteria as the people leaving, in order to maintain inclusivity. The team will also recruit certain sectors of the community so the team will be as representative of different stakeholders as possible.

Purpose of the Learning and Evaluation Team

  • To increase strategic thinking.
  • To develop leadership among diverse community members.
  • To analyze and share annual benchmark data.
  • To recommend revisions to the community plan to MCCR's board of directors as learning increases and conditions change.
  • To make recommendations for funding distributions to MCCR's board of directors.
  • To prepare, with MCCR staff, evaluative reports to funders.
  • To share the status of plan implementation and lessons learned with MCCR's Outreach Committee, which will handle communication within and outside the community regarding developments, obstacles, and progress.
  • To gather feedback from beneficiaries of the work groups' activities.

Getting Started

Creating an effective Learning and Evaluation Team will involve initial training with an outside consultant to develop a methodology for successful, continuous learning and evaluation. As new members join the team, current members will train them in the methodology. During at least the first year, a Northwest Area Foundation staff person will also participate in the Learning and Evaluation Team, ending his or her involvement through mutual agreement. Participating in the Learning and Evaluation Team will involve a significant commitment of time and energy on the part of community members, but will build their capacity-and the community's capacity-to think and act strategically. It will ensure that the community continues to learn and adapt its plans based on that learning.
